US inflation turned out hotter than expected in September, rattling crypto markets and reviving Federal Reserve rate-hike bets. Bitcoin slipped below $82,000 while ether, solana and XRP fell harder than the market leader. Yet even as macro pressure mounted, institutional adoption of crypto advanced on several fronts across Europe, the Middle East and Asia.

Hot CPI Rattles Markets

The US Bureau of Labor Statistics reported September CPI at 3.7% year-over-year against a consensus of 3.6%, with core CPI at 2.6% versus 2.5% expected. A 9.1% monthly jump in gasoline prices accounted for more than half of the monthly increase.

Bitcoin fell roughly $1,000 within minutes of the release, breaking below $82,000 to $81,926 on Bitstamp. Ether dropped 2.8% to $2,440, while SOL fell 1.9% and XRP 1.3%. Odds of a Fed rate hike at the October 27–28 meeting climbed to roughly 44–53.7%, up from 22% before the print, and the 10-year US Treasury yield reached about 5.3%, near a 24-year high. More than $281 million was liquidated in crypto derivatives over 24 hours, mostly long BTC positions. CoinDesk and Cointelegraph covered the reaction.

Revised Fed expectations are the strongest short-term liquidity driver for the entire crypto market.

Banks Race In: Kraken, Standard Chartered and Sberbank

Against that macro backdrop, traditional finance kept expanding into crypto. Payward, Kraken's parent company, signed a binding agreement to acquire Saldo Finance Oy, the parent of Lithuania's Saldo Bank UAB. The deal would make Payward the first crypto firm to buy a bank in Europe. Terms were not disclosed and closing is expected in 2027, subject to regulatory approval. Saldo Bank holds roughly €190 million in assets and an EU license for deposits and lending, operating across Lithuania, Finland, Sweden and Germany. CoinDesk and Decrypt reported the transaction.

Direct access to an EU banking license would let a crypto exchange offer deposits and lending, shifting the balance of power between crypto and banking sectors in Europe.

Standard Chartered, meanwhile, launched direct bitcoin and ether trading for qualified investors in the UAE under Dubai VARA approval — a first for an international bank in the country. Custody and settlement run inside the bank in a closed model with Zodia Markets, with spreads up to 2% and no external crypto transfers. The bank reiterated its $100,000 year-end BTC price forecast.

In Russia, Sberbank was added to the Bank of Russia's register of crypto-exchange organizations on October 13, growing the list to ten firms. The bank plans to launch crypto trading inside its online, investment and business platforms on December 1, starting with BTC, ETH and USDT. Unqualified investors face a 300,000-ruble annual limit and a mandatory knowledge test.

Europe Tightens the Stablecoin Rules

The European Banking Authority classified USDC as a significant e-money token under MiCA — the first of 45 e-money tokens notified in the EU to receive that label. From November 12, oversight of USDC's reserves, liquidity and wind-down plans shifts from France's ACPR to the EBA. USDC's market capitalization stands near $73 billion, compared with $184 billion for Tether's USDt, which was delisted from regulated EU venues before the July 1 deadline.

Separately, De Nederlandsche Bank granted Qivalis — a consortium of 37 European banks including BBVA, BNP Paribas, ING and DZ Bank — an electronic money institution license for a euro stablecoin pegged 1:1 to the euro. Issuance is expected in the coming months, though the MiCA white paper has not yet been published. CoinDesk covered the license.

The EBA's first central supervision of a stablecoin sets a precedent for the entire EU market.

OCC Confirms Crypto Debanking at Major US Banks

The Office of the Comptroller of the Currency published a 47-page report finding that nine major banks under its supervision — including JPMorgan, Bank of America, Citibank and Wells Fargo — had policies that effectively cut off the crypto sector between 2020 and September 2025. The report was prepared under President Trump's executive order on debanking; no specific sanctions against banks were announced, and the OCC said it could not quantify the full scale.

The OCC also removed reputational risk from its supervisory criteria, following a similar step by the Federal Reserve. Senator Cynthia Lummis called for fair access to banking services. Official acknowledgment of debanking strengthens the crypto industry's position in its fight for banking access.

Enforcement and Security Headlines

Richard Heart, founder of HEX and PulseChain, was detained in Istanbul on October 14 under an Interpol red notice issued in December 2024 at Finland's request over aggravated tax fraud charges. Phones, laptops, weapons, drones, gold and cash were reportedly seized, and an extradition request has not been confirmed. Heart has not been convicted; the SEC's 2023 lawsuit over $1 billion in unregistered offerings was dismissed in February 2025 for lack of jurisdiction.

Enforcement and Security Headlines

Ledger asked resellers in Indonesia, Singapore, Thailand, the Philippines, Vietnam, Malaysia and Hong Kong to halt sales after devices with a hidden implant that reads the 24-word recovery phrase during setup and transmits it over LTE were found. The company confirmed tampered devices sold through reseller CryptoBilis but found no compromise of its own infrastructure. An on-chain investigator counted more than $86 million in suspected thefts — a figure Ledger does not confirm — so the full scope remains unverified.

Meanwhile, the Brooklyn District Attorney and FBI announced the dismantling of an Eastern European crypto scam network: 241 websites shuttered and 112 servers seized. No arrests were made. Americans reported $11.4 billion in crypto fraud losses in 2025, up 22%.

Courts, Regulation and Policy

The UK High Court ruled on October 12 that claims to a position of roughly 61,896 BTC — about $5 billion — seized from convicted money launderer Qian Zhimin must be pursued under Chinese law. The decision complicates restitution for victims and raises the chances that the UK Treasury keeps part of the funds. Prosecutors seek confiscation of the BTC plus XRP, DOGE, BCH, BTG and BSV.

A British trader, Lewis Barber, filed suit in the London High Court against HDR Global Trading, operator of BitMEX, seeking the return of 324.8 BTC (about £20.4 million) for 1,053 losing trades between 2018 and 2022, arguing the exchange conducted unauthorized regulated activity without FCA permission. BitMEX ceased operations on September 23, 2026. A successful claim could open a wave of similar UK demands.

France is considering a flat 31.4% tax on profits from converting crypto into significant MiCA e-money tokens starting January 1, 2027. The finance committee accepted the amendment on October 7 but rejected the budget revenue section on October 9, so it must be brought forward again.

At the White House, Patrick Witt departed as executive director of the White House Crypto Council after his temporary government appointment expired, with no replacement announced. He had led negotiations on the CLARITY Act, which failed to pass the Senate in September.

Institutional Flows and Corporate Treasuries

Spot ETH ETFs recorded net inflows of $24.84 million on October 13, ending a 10-session streak of outflows, with Grayscale's mini-ETF contributing about $16.3–16.7 million and Fidelity's FETH about $8.11 million. October's total ETH ETF outflows remain around $695 million. BTC ETFs attracted $175.6 million the same day.

Evernorth Holdings, which rang the Nasdaq opening bell on October 14 under ticker XRPN after merging with SPAC Armada II, named Ripple, Kraken, Coinbase and BitGo as execution partners for its 473-million-XRP reserve. Deployment into institutional strategies begins in Q4 2026. SPAC terms were fixed when XRP traded at $2.37, versus $1.34–1.40 now — a paper drawdown of nearly $450 million.

Corporate treasury competition is intensifying. Strive Asset Management bought 3,311 BTC between October 5 and 9 at an average of roughly $84,500, bringing its portfolio to 32,773 BTC. Strategy bought just 250 BTC in the same period, and its mNAV fell below 1.0 for the first time. Strategy's dollar cash dropped 60% in seven weeks, from $1.61 billion to $640.5 million, mainly due to buybacks of its STRC preferred shares.

On-chain data offers a brighter signal: whale wallets now hold 3.03 million BTC, the highest since November 21, 2025, with monthly accumulation at the fastest pace since February, according to CryptoQuant.

Technology and Market Structure

Solana Foundation scheduled activation of the Alpenglow consensus upgrade for October 21 at around 15:00 UTC. The upgrade replaces TowerBFT with the Votor engine, targeting finality of about 150 milliseconds versus the current 12.8 seconds. It is the most significant consensus change in years and will reshape validator economics.

Coinbase urged Bitcoin developers to begin post-quantum migration now, advocating hybrid 1-of-2 signatures and flexible address designs like BIP-360. The exchange, which custodies about 5% of all BTC, noted that consensus changes could take years.

Chainalysis reported more than 138 million AI-agent payments through the x402 protocol on Base, with 87% of payments costing 10 cents or less. US wallets accounted for 88.1% of identified inference spending — one of the few genuinely growing non-speculative crypto use cases.

Finally, Binance will delist EPIC and QUICK on October 28, sending the tokens down 15% and 22% respectively, and Perpetuals.com became the second company to target US stock tokenization under the SEC's innovation exemption framework.

Hot inflation set the tone for the day, but the steady institutional march into crypto continued largely undeterred.
